You can use the article plugin, as Gary suggested, or if you want a single menu item, create the URL as:

tiki-list_articles.php?find=&search=find&sort_mode=publishDate_desc&type=&topic=X
where X is the topic number you want to display.
For example, this link:
tiki-list_articles.php?find=&search=find&sort_mode=publishDate_desc&type=&topic=4 wil display all the "SECURITY" articles (topic 4) on tw.o.
