Well, to me it doesn't.

The favicon code is still broken. Here on 12.2. there is still no declaration that is IE compliant, so IE loads the favicon it finds on the domain root directory and ignores the one in the subdirectory that contains the Tiki. And there is no declaration of the file format, which is mandatory...

Your post is a couple of year old, but so are Tikis favicon problems...
