What I found is not necessarily a solution, but a quick work a round that does allow access to those functions, but I reported this as an error because I do not believe this is an intended problem within tikiwiki.
A person who is experiencing this problem needs to create a new user for themself in a new group that can have almost all admin permissions.
Through elemination I found that the tiki permission
Administrator can manage users, groups and permissions and all features (tiki_p_admin)
is what is causing a conflict with the file gallery functions. All other permissions can be enabled and file galleries works fine.
The necessity for creating a second user is due to the fact that the admin or at least one user must have the permission that is causing the problem, or you lose the ability to assign permissions.
