utf-8 seems to work for Arabic in general. See http://ar.wikipedia.org/wiki/???????_????????, which also uses utf-8 encoding. Does that Wikipedia site show Arabic correctly? If so, then maybe there is something wrong with either Tiki's handling of it, or with your particular Tiki installation.

There is no difference between a .php file and an .html file in terms of character encoding/display, as far as I know. The fact that web sites do use utf-8 to correctly display Arabic shows that it can be done.

Of course it can also be tricky on the editing side; if a text editor is being used to make files prior to entering in the web page, it has to be configured to produce utf-8-encoded files.

arrow If you input Arabic text directly in your web browser to make a wiki page, does the text display correctly on the finished page?

Sorry for not being able to give more help about this; other Arabic-using people have posted here (and maybe they could give advice), but none recently that I know of.
