I would say that what you want to do, you can do it (once properly configured the tracker fields) if you use the tracker interface itself for submitting new items, listing them in list mode, single item mode, etc.
They do work for me (using 2.x) for this type of task as what you say you want to do. It just takes some time of learning how to configure fields, permissions, etc.
However, I have no experience with the prefill option through wiki pages with tracker plugins. I would say, try to do it first with trackers themselves (without wiki pages nor plugins), and once it works for you, then look for a coder to code whatever is missing to do the same from wiki pages + tracker plugins.
