Using Header location instead a return true in index.php files
There are a lot lot of files using header location for index.php instead some other solutions like return true.
Some of this files are included by other files and the redirection is applied (like lib/prefslib.php loading getDefaults that return files in lib/prefs/ when exists a index.php with a header location redirecting to index).
I think that the best option is replacing the header location with a return true.
This solution doesn't will allow to load a directory index and will prevent the unwanted rediretions.
