CentOS 7 and 13.1 Perm errors

I am trying to install Tiki 13.1 under CentOS 7 in a VMware workstation 11 VM.

I have tried ever perm fix I can find for below to no avail. I have tried:

sh setup.sh with virtually every choice.
chmod to change directories to 777 and the permissions for all files to 644,
chmod to change directories to 775 and the permissions for all files to 664,

Any suggestions would be appreciated!

which user is apache running as in a CentOS?

Maybe that is the source of issue?

(even if I wonder why that wouldn't work if you set folders to 777)
