SVN Update does not recognize existing installation

Dear folks, I am upgrading from SVN18.0 to 18.2, during the upgrade process, it is treating the installation like it's a new install without a configured db. I am not getting prompted to upgrade the current installation at all, it wants to go through the install like it's brand new, any help is greatly appreciated.

can you please double check there is no "skip to the Upgrade" link or "Install & Upgrade" step?

Strange, and the db/local.php file is there and is readable by the web server?

Yes Luci, all seems fine, Read and Write, user, group, world, perms for the file, Execute is off.

Luci, this message is now in my Control Panel,
Last update from SVN (18.2svn): Sunday March 18, 2018 04:50:46 -07 - REV 65765 (InnoDB)

But I never got to the point of upgrading the db. I swear I wasn't drinking.

Ha ha, I believe you John :-) But that information is just when you did last svn up. More important is if the General control panel gives you warning that you should update your database. You could also try the command php console.php database:update when you login to your shell from your tiki root dir in the terminal to update from command line instead of using tiki-install.php way.
