I need to change article's publish date to year 2001. But....

Ok, I was try.
Admin - Global Setup - General Settings - Date and Time:
I was set "Start Year" to new value: 2001. Applied.
Next I check in sample article - publish date, and I try to change to 2001. Without success. First year in dropdown is still 2010. I cannot to change to year 2001.
Is it a bug, or I don't understand the documentation?
