If you want to tell Tiki to use the local PEAR rather than the global PEAR (seems required for SF.NET hosted Tikis), you will have to edit the file db\tiki-db.php.
On line 8 you will find:
// $api_tiki = 'pear';
Uncomment this line and you're done!
