Hello

Please follow the InstallTiki guide for IIS as it tells you what changes you need to make.

Also make sure that your not using PHP5 and MySQL 4.1 with IIS

Also make sure that C:\Program Files\PHP\sessiondata\ exists and the IUSER can write there.
