I think (as the author) that the translation page is a mess as it is right now. It was only done to be able to attach translation "a posteriori" . It is not the way people are used to do that.
This will be rewritten in the next step MultilingualStep2 The "a posterio" attachment will go in an admin page and the classical translation will be done from the icon
... It was planned to be done in 1.10 but as 1.9 seems to be forever perhaps it will be done before ....
