The tricky part will be getting the blog entries on the page, also. The articles can be loaded with the articles plugin, as travisr showed.
For the blog entries, one possibility is to use a single-blog rss feed in a module. But this will only show the blog post titles, not so good if you want to show recent posts in full. Would the titles be enough? The down side of this idea is that the single-blog RSS feed was buggy the last time I tried it — around 1.8 release time or so — (totally stopping Tiki page displays until I deleted the module via phpmyadmin).
To see blog posts and not just post titles, you'd probably have to make a custom template, maybe starting with tiki-view_blog.tpl, that will display a set number of posts and then have a link to the regular blog page. The code for this would also have to query for user group if you want to limit the visibility. I don't know of any way to set this functionality up, within Tiki, without making a new template file. It'd be great to have a blog-posts plugin similar to the articles plugin that would do this, but that hasn't been made yet.
