Sorry, I didn't have downloading turned on for anonymous users for that file gallery. Try again and it should work. Also, here is the link for the latest 1.9 tarball, which includes the current plugins: http://de.tikiwiki.org/tar/lastiki_BRANCH-1-9.tar.bz2.
