Re:.TMP files in c:\ root directory
This is a bug for which a fix has already been submitted. The fix will clean up the files properly. I am not sure how PHP on Windows defines a standard TMP directory but may be you could try to set the TMP environment variable to another directory and see if that makes a difference.
