Right. It's supposed to be customized for new sites.

No, the page width isn't fixed, but the user-preferences links don't seem to wrap, so the page is always at least as wide as those links, at least in my testing. (If you reduce your browser window width, you can see the whole page reflowing to conform except that line of links.) How you want to fix things sort of depends on what information you want in the topbar. The easiest fix is to delete the user-pref links (delete the first cell in the second row of the topbar table (the one that contains top_bar/top_log.tpl, at around line 114 of templates/styles/sQuare/top_bar/top_bar.tpl). This will eliminate that row of links. If having these links is important, then some other fix is needed, like putting the search form either above or below them.
