You didn't mention what version you're using, so I'm going to assume you're using the current 1.9 release..

First, activate the blog feature.

1. Login to your TIKI as Admin.
2. Select Admin Home from your full menu. The Administration: Administration Sections screen appears.
3. Select Features. The Features screen appears.
4. In the Tiki sections and features area, make sure that Blogs is selected.
5. Click Change Preferences button.

Second, create a new blog.

1. From the full menu, expand the Blogs folder.
2. Select Create/Edit Blog. The Create Blog screen appears.
3. Complete the necessary fields (title, description, etc.) and click Save button.

Finally, add the security so only you (or a specific group) can post to it.

1. From the full menu, expand the Blogs folder.
2. Select List Blogs. The list of blogs (including the one you created) appears.
3. Click the Set Security button for the blog. The Assign Permissions screen appears.
4. Assign the tiki_post_blog security to the group that you want to allow to post to this blog.
