This is just the standard wiki syntax for headings of different levels that you'd use for your outline headings, and a {maketoc} tag at the top to make the table of contents for the page. The layout of the table of contents depends on the levels of the headings used. Normally Tiki style sheets define h1 to h4. You could add h5 and h6 if you needed to, following the pattern in the style sheet. If a theme is rendering the headings too large for your taste, you could edit its style sheet.
