Are you using the database or the file directory to store uploads? I'm not sure that it matters, but the more info, the better. Have you tried uploading a very small file, to make sure file size isn't a factor? Some uploads hit the maximum file size limit. So when you try to upload an image, what happens when you hit the upload button? The information seems to be submitted but the page never refreshes? Does the same thing happen in the file galleries with non-image files? (Also try a very small text file or something here, to make sure file size isn't a factor.)
(kwow, the GD library is only for image manipulation, as far as I know, and isn't involved in transferring files.)
