No problem. On the blogs list page (tiki-list_blogs.php), click on the perms icon (the key) for the fubar blog and assign permissions for that blog, giving the fubar group write access.

Yes, although maybe the idea of partitioning space isn't the best metaphor since space is empty and Tiki perms are given to discrete objects. Viewing and editing permissions come from two directions. On the one hand, you set global permissions for each user group. From the other direction, you can set the viewability, editability, etc. for individual Tiki objects, including wiki pages, blogs, article topics, galleries, etc. These object-specific assignments have priority over the global perms.
