Especially if you have PHP experience it should be pretty easy. What I've done has been basically looking at other plugins and adapting things. Some plugins contain a fair amount of logic, do database queries, etc.; others just insert strings to put HTML in the page, the plugin providing the HTML and accepting the specific data from the user. These are the kind I've done. You can look at the example plugin and at other plugins to get an idea of how they work. In this case I just see what my final HTML code has to be and how to have the plugin accept the user's info.
There should be a tutorial on getting started on plugin writing. I could describe my own hit-and-miss efforts but it really should be written by somebody who actually knows more of the "why's" and not just "well, this worked for me...."

These modules are given view permissions as they other modules are? I haven't had any particular trouble with menu module perms (using Tiki 1.8.6 and 1.9.2). I assume you must have "display all modules all the time" not checked, if other modules are respecting perms properly.
