These directories must be readeable and writeable by the server if yu use all the tikiwiki features. If you don't use the feature to edit templates, you don't need to have a templates files writeable. If you don't use the feature to modify a style, idem for styles files. I don't know if such a detailed list has been written

Do you have an error just after "TikiWiki is not properly set up:". Ussually it says was is not properly set. Do you come from a cache clean?
