All themes can support phplayers menus, but not all include the tag by default. For a theme that isn't currently using this menu, you have to add {phplayers id=n type=horiz} or {phplayers id=n type=vert} (with n being your menu id number) at the appropriate place in the theme's tiki.tpl or tiki-top_bar.tpl file. Look at these files for a theme that is already displaying the menu to get an idea of where to put the tag.
