There is no separate CMS module. The Articles feature of Tiki was formerly called CMS, but actually a number of Tiki features are in fact CMS components.
To use these, you just install Tiki normally and then activate them on the Admin > Features page. Articles, Wiki, Blogs and others are types of content management systems.

I would say you are seeing them together but perhaps not recognizing them. The content is the information contributed by the site users, placed in news articles, wiki pages, links directory, image galleries, and so on. The management is the infrastructure here that enables the inputting, storage, and retrieval for viewing of that content.
