Yes, they can. Permissions for specific objects like wiki pages have priority over global permissions. So if you click the "Perms" link for a wiki page, you can assign the permission "tiki_p_view" for your ))BizDev(( group (see Permissions Settings). This means other groups will not be able to view the page. In my experience it's best to set specific permissions for each page individually. In recent Tiki versions there's been work on using Categories to handle editing/viewing permissions (see CategoryPermissions), but when I tested this method the perms weren't always effective.

Another caveat: Sometimes setting a group-specific perm upset other perms for the object that logically shouldn't have changed. Sometimes you have to re-specify a viewing perm for a specific object when the general perm for the group should be handling it already. The bottom line is that you should test objects when assigning perms to make sure they behave as you want. As Admin, you can log in as any user to see how perms function for them; I recommend logging in as a ))BisDev(( member (real or made for the test) to double check how the permissions are working.
