You could do this on the view_articles page but it would take modifying the code by adding a "sticky topic" db request section. An easier way without code changes would be to make a wiki page to display articles using the articles plugin. You can get the effect you want by using the plugin twice. This plugin can be configured to display only articles of a particular topic. The first (top) instance of the plugin one would have a "Sticky topic" parameter, and the second would be "normal" — i.e., no topic set or whatever general news topic you want. The page would look like a single list of articles, but the "sticky" one would always display first.
