Tiki's pages are layed out with template files (.tpl files) and CSS files. Modify templates/tiki-top_bar.tpl and templates/tiki-bot_bar.tpl — these are the default files for the page top and bottom, used unless a theme has its own versions — or modify theme-specific versions of these files (in templates/styles/(specific theme) — along with the CSS file of the specific theme.
