Banners can go anywhere on the page. You can edit a template to add the banner tag, so this covers the top and bottom bars, as well as the middle of the page via the tiki.tpl or Tiki feature templates. Or you can put banners in modules for the left or right column or in wiki pages via the module plugin.

This can be done. Add the banner tag to the Forum template or whatever.

Did you check the cookie (taglines) feature? Dynamic content can also be random.

Dynamic content can already be random, so those would be redundant. Hmm. Somebody needs to write the docs on this. In the meantime, I suggest downloading from Tiki's Sourceforge repository the old 1.6 pdf manual. It describes this, which hasn't changed much since that version. As for Flash, etc., do some experimenting, is my advice.
