This is a requested feature for version 1.10 ... We'll see if we have enough money to support devs to code it (sylvie already coded action logs for admins, on 1.10, see http://doc.tikiwiki.org/Action+log..., this would mean, in theory, only some enhancements to allow a user see his/her own's actions...
If you want to see it earlier, or better, feel free to contribute with some money to any devs (sylvie works great! 
) to code it.
