Well I have never run TW on a windows server other then by using EasyPhp. However, as this really is not running under windows it would be different.
My thought?
If you can get into your general admin page (tiki-admin.php?page=general) make sure that you have a couple of things set up correctly.
There is a drop down choice for your OS. I would think that this could be the problem.
The other item is to make sure that your "Server name (for absolute URIs)" is set up for your new server.
If you can not get to the admin page then you should be able to change the values in your DB.
