Try asking in the #tikiwiki IRC channel. More developers can be found there, and they are very helpful. (See ConnectingToIrc.) Also, did you look at Tiki's Ephemerides module? Its function is to display a message and image as set for a particular day, so is much like a birthday message module. Maybe it can be duplicated and renamed.
