The Planetfall theme "works", but it expects a PHP Layers menu to be ready to go. From the docs: "This theme is configured to use a ))PhpLayers(( menu id=43. If Planetfall is installed and selected before menu id=43 is created, no page will display below the logo graphic."
I believe in Tiki 1.9.5 PHP Layers behavior has been tweaked to not stop the whole show if the expected menu isn't there. But I learned some lessons doing this theme (and the others that expect the menu) and won't set things up that make assumptions about the installation environment.
