I'm no expert on this, but Tiki doesn't normally get this error, and the error message itself seems malformed since there should be a figure where 'max_user_connections' is. So maybe MySQL isn't set up right at your server. I imagine your other mysql scripts didn't generate as many queries as Tiki does but, as I said, people are using Tiki on a lot of different servers without this problem.
I'd ask the host why you're getting the error when people running the same scripts on other servers (even hosted domains) aren't, and why the error itself isn't formed properly.
You could also ask about possible causes/solutions in #tikiwiki IRC where more devs hang out.
