tiki_p_edit is the permission for wiki page creation and editing. It should be assigned to the Registered group if that's the group you want to be able to do this.

Tiki permissions are granted on a group basis, not to individuals directly. Normally this is OK since users can generally be treated as a group as far as permissions are concerned. But if you want to grant a permission to a specific individual for some reason, the way to do this is to create a group whose only member is that individual. I imagine this could be useful in an education setting if you want to have wiki pages or file galleries or whatever that are barred to all users except single individuals.
You can make these one-member groups after the fact of course, or save trouble by activating the feature and having the group made automatically during the individual's registration.

Every user has a ))MyTiki(( page, which is his/her personal information and preference page. See your MyTiki page at this site. The specific features available depend on what you want to activate (on tiki-admin.php?page=features — scroll down to "User Features").
(It may be a good idea to create (register as) a Registered user for testing purposes so you can know what a registered, non-admin user can see and do, if you aren't sure.)

Not a complete guide, unfortunately. The old Tiki 1.6 manual (pdf), while out of date in a lot of areas, is still a good basic overview. Otherwise, the doc.tw.o site is being written but as you noticed there are a lot of bare spots still.

Do you mean an RSS feed for some content at your site? Did you activate the feed on the admin page (tiki-admin.php?page=rss)? What specific error did you get?
