No, they are the same templates but with other-language terms replacing default placeholders.

It doesn't work that way. The same templates are used for all languages. Some text strings in the templates are tagged to be shown in other languages according to site/user preference, etc. When the site or a user switches languages, these strings are replaced with preferred-language ones, but the templates themselves are the same as before.
