I believe it is based on the session id. If you look at modules/mod-since_last_visit_new.php you'll see that the base title is Since your last visit but, if Tiki recognizes your session/cookie the title becomes Changes since + your last login.
If you always want the title to be the same, simple comment out the if statement.
