It is an antispam protection method. You can specify how an email is displayed on the General Preferences page (MyTiki > Preferences).

To allow non-registered (i.e., "anonymous") users to use the contact form, I think you need to enable the Contact Us (Anonymous) feature on tiki-admin.php?page=features
