There is no .php page that shows the menu. You could make a .tpl/.php pair of files to do that, but it would be easier to use a module in a wiki page, as described below.

You can use a module in a wiki page, like this:

{MODULE(module=>application_menu)}{MODULE}
but of course you will only be able to see the menu in the page that contains the module. I sometimes make a page called "AppMenu" at a site for this purpose, and then link to that page from my horizontal menu or other minimal menu, sort of like what you are describing (link has admin-only visibility).
