Making features available to users entails two steps. You've done the first (congratulations), which is to turn the features on. The second step is to give users permission to use the features. This step will also make the features show up in the users' side-column menus. See Permission Settings at doc.tw.o for the details, and ask again after reading that if you still have questions.

Assuming you mean anonymous users (not registered or logged in), you will have to assign "view" permissions to the Anonymous group, which is already created.

The doc page also describes the process to create a new group. It's a good idea to include a "lower" group when you make a new group, as then the new group inherits the permissions of the included group and you don't have to assign them again.

Keep in mind that there are "global" permissions, which means they cover a whole feature (wiki pages, quizzes, etc.) for a particular group, and there are "object" permissions, which are assigned to specific pages, etc. The global permissions make a feature generally available to a group, but then the object permissions make exceptions to the general rule where necessary.

(Sorry to add a complication here but when you assign an object perm to, say, a particular wiki page, like "Assign tiki_p_edit permission to the Editors group", you may have to explicitly reassign tiki_p_view permission to the Anonymous group, even though Anons already have the global view wiki pages permission. This is a bug and should be fixed eventually.)
