Looks like the JS plugin will work:

{JS(file=http://digg.com/tools/diggthis.js)}{JS}
The "n diggs - digg it" image displays as expected and the right URL is produced; Digg recently simplified the code needed. (The JS plugin is available at mods.tikiwiki.org, I think.)
Haven't looked at Delicious.
