See How To Add a New Theme for some info on manually installing a theme. That can probably help you sort out what's happening with the Tikipedia theme.
The THUMBDIV plugin file is thumbdiv_plugin.php, included in the theme's files) and needs to be uploaded/copied to your Tiki's lib/wiki-plugins/ directory (along with the other Tikipedia plugins if you want to use them. Once the file is in place, the plugin will be available automatically for wiki page edits.
