That should have worked. On my Tiki, I simply:

1. created a new module
2. edited the module to include
    Plugin disabled

   Plugin banner cannot be executed.

Make sure that you:

1. make the module available to anonymous (or whatever group you need).
2. configure the banner to actually display (i.e., correct days, hours, max impressions).

You can either edit the template (_tiki-top_bar and tiki-bottom_bar__), or use the Site Identity feature (for the top).
