Actually, in Tiki's highly segmented arrangement of templates, for most themes footer.tpl is only a few lines that have some code for debugging and provide the ending body and html tags. tiki-bot_bar.tpl, which displays the page-bottom icons and so on and can be turned on or off, is a separate file. If the Google Analytics code is put in footer.tpl, it'll be used whether the bottom bar is activated or not. (The simple.css theme and some new themes integrate the footer.tpl lines into tiki.tpl, so it's a good idea to double-check this depending on what theme you use.)
