It's in lang/en/language.php (and translated versions are in the other language files).
In language.php, the wording in commented-out lines (beginning with "//") is used as it is; the word or words are already in the templates to be used on pages. To change a line in the language file, uncomment it if it is commented (delete the slashes), and change the second appearance of the words, on the right side of the "=>" to the words you want to use.
The cookies error line is at or near line 5213.
Be sure to save the file with utf-8 encoding (a text editor config option), or your site could stop working.
