Everything is stored in the database. As stated in the docs, basically:

  1. Back up your DB.
  2. Run the installer — retain your existing DB connection
  3. Run the appropriate upgrade script.
  4. Enter Tiki.

Yes. Unzip all the 1.9.7 files to a new location and run the install script. When prompted for your datbase information, simply use your existing DB connection.
