I may be biased but I think Tiki is also appropriate for the public site. Here are a few examples of company/organization use:

I agree that the default face of Tikiwiki is rather spartan, but you could check out the "aftermarket" themes available at themes.tw.o. And more are coming.
If layout/theme is the deciding factor, what Drupal style is the leading contender? If it's GPL-licensed, a Tiki version is probably possible in fairly short order and can be made freely available. In any case, it'd be easier to add a Drupal theme to Tiki than Tiki functionality to Drupal.
