Categories aren't a replacement for structures. Actually the purposes of each are different and so they are both useful in different ways.

Structures are only for wiki pages, and are good for implementing navigation devices such as the structure'z table of contents and the previous-next-up-home links at the top of each page in the structure.

Categories can be applied not only to wiki pages but to all kinds of Tiki objects, so they are good for grouping things "horizontally" across the various Tiki features like blogs, galleries, etc.

Both also have some permissions-setting aspects, too, but to me this is secondary to their organizational functions.
