Uncheck "Bottom bar icons" on the Admin Features page (tiki-admin.php?page=features).

Depending on the theme, unchecking "Top bar" on Admin Features might do it (different themes put various things in the top bar, so you might not want to turn it off completely). Otherwise, you can edit templates/tiki-top_bar.tpl, or if the theme has its own top bar file, edit templates/styles/(theme_name)/tiki-top_bar.tpl.
