Actually it isn't a wiki page that they are being denied. It seems you've set the default home page to be the Articles top page. If you want people to go to the wike home page, set that configuration option at Admin General (tiki-admin.php?page=general). ("Home page: Wiki|Articles....").
As for the permission, this has to be set on the Groups config page. Maybe if you switch the default home page from articles to wiki pages, the perms problem will go away, since presumeably the Anonymous group already has that permission. If you want the group to be able to read articles as well, give it the tiki_p_read_articles permission on tiki-admingroups.php (click the key icon for Anonymous to set the group's permissions).
