You can do it, but you need to put the flash within an IFRAME. See this tracker item for details.
Basically you need to:
- Create a banner top (or two: one for top and one for bottom). See the docs for details.
- Add the banner zone to the tiki top (by using the Site Identity option) and the bottom (by editing the bottom_bar template).
- Create the specific banners. Be sure to add the FLASH within an IFRAME.
- Assign the banners to the appropriate zone.
This will now allow you to have different (rotating?) banners, as defined by you. Is this what you're after?
